The decision comes despite resistance from the coal industry.

The Russian government approved the Paris Climate Agreement on April 19. In a document published on its official website, the government said its strategic goal was to ensure that global average temperatures rose less than 2 degrees Celsius by the end of the 21st century.

“On Russia's insistence, the agreement included an article calling for the adequate accounting of forest cover and a value standard for global adaptation to climate change,” the government said in the document.

Media outlets reported earlier this year that Russia would sign the new climate agreement adopted by the countries of the United Nations in Paris in December 2015.

Russian Vice-Premier Alexander Khloponin will attend the official signing ceremony in New York.

Despite resistance to climate policy measures from the coal industry, the government supported the position of the Ministry of Environment and Ministry of Economy, and will participate in international climate agreements.
