Federal budget spending in Russia will be increased for public sector pay rises, Deputy Prime Minister Olga Golodets told reporters following a meeting chaired by Russian President Vladimir Putin.
"Spending will definitely be increased. The question is by how much and what which categories in fulfillment of [presidential] decrees," she said.
"This decision [to raise public sector wages] should definitely be supported by the federal budget because the regional budgets will not cope with this in full," she said.
The main arguments in government over spending are with the Finance Ministry, but those arguments are minimal as the main scenarios have been worked out. "I think they'll soon be debated in public as a draft budget," Golodets said.
