Two commissions considering the division of powers between federal and regional authorities have made a number of proposals, and their implementation may begin already in 2013, Prime Minister Dmitry Medvedev told Federation Council members on Monday.
Regions will receive additional powers in 2013, and their powers may grow further in 2014, he said. Medvedev stressed the additional powers would be given to regions that chose to be pilots.
Regions will receive supervisory powers in the fields of ecology, labor relations and forestry seed production in 2013, Medvedev said.
Then pilot regions will be chosen to assume powers of veterinarian, phytosanitary, sanitary and epidemiological control and protection of consumer rights, he said.
"A broader range of powers will be handed over in 2014, among them supervision over cargo traffic, check weighing, cattle breeding and state property management in a number of spheres, such as land reclamation," he said.
"The list has been coordinated, but it is open to additions," the prime minister remarked.
