Russia faced with critical necessity for reforming of worn infrastructure, general demand of investments is estimated to be 30 billion rubles. The implementation of such scaled aims solely at the expense of budgetary funds is impossible. Public-private partnership is most perspective and occasionally the only possible investment-attracting mechanism.
At the same time, practice of similar projects execution hasn’t been formed yet, there is a lack of the state policy in PPP area, proper legal framework doesn’t exist, which leads to the increasing of investors’ risks and causes costly financing of PPP projects. Unlike the West, every project in Russia is unique and demands “manual management and adjustment”.
