The festival that was held in 1996 for the first time today is one of the oldest folk festivals in Russia. In 1995, a group of activists from Novosibirsk Oblast initiated a creative program to preserve and revive national traditions and to familiarize residents of the region with the cultural heritage of their ancestors. Given the diversity, wealth, and distinctive flavor of these national cultures, and the vivacious interest of Siberians in the history of their homeland, the theme of the festival proved popular in Siberia.

Over 18 years of existence, the International Festival of National Cultures has been held in various regions of Novosibirsk Oblast.
