Over the past few years, there has been a significant increase in the number of Russian children transferred from institutions to foster families or adopted domestically. The family of Sergey Semenikhin and Elena Arefieva provides the nice example of this. 

Sergey and Yelena have 9 boys and girls. There is only one thing that prevents them to adopt more children. According to Russian laws, one family could not have more than 10 adopted kids.  

It should be noted that Russian authorities intend to significantly raise monetary allowances for Russian citizens who choose to adopt orphaned children.
