The Kobalt-2013 exercise, underway in the Rostov Region in southern Russia, involves special weapons and tactics (SWAT) units from the Collective Rapid Reaction Force of the Collective Security Treaty Organization (CSTO). Soldiers from the six CSTO countries are improving their interoperability skills.
