A bill amending the federal law On the Russian Public Chamber, which proposes a new mechanism for forming the Public Chamber, has been submitted to the State Duma, Alexander Torshin, deputy speaker of the Federation Council, who is among the authors of the bill, said.
"The document proposes a totally new mechanism governing the formation of the Public Chamber. We want representatives of the regional public chambers to delegate one representative to the Russian Public Chamber," Torshin told reporters on Monday.
The bill, which was drawn up by the Federation Council working group headed by him, was submitted to the State Duma on Monday, he said.
The document proposes to increase the number of Public Chamber members from 126 people to 166, Torshin said.
"According to our proposals, 40 people are nominated to the Chamber by the president of the Russian Federation, 83 are delegated to the Public Chamber by the regions and 43 will be delegated by public organizations by Internet voting," Torshin said.
