The Justice Ministry has opened an administrative case against the regional public organization Golos, which is part of the Golos association, which receives funding from abroad, but is not registering as a foreign agent, the ministry press service reported.
"The Justice Ministry has now opened an administrative case against the regional public organization Golos, which campaigns for the protection of democratic rights and freedoms and which is part of the Golos association, which campaigns for voters' rights," the press service said in a report obtained by Interfax on Monday.
The report states, citing the Federal Financial Monitoring Service, that Golos received an equivalent of over 4 million rubles from foreign sources in December 2012.
"Simultaneously, Golos is conducting political activities on the territory of the Russian Federation. Since 2008, it has implemented a project entitled Increasing the Transparency of the Russian Electoral Process Based on Debate and Promotion of a Unified Electoral Code," the press release says.
The Justice Ministry believes that "Golos is receiving foreign funding and is conducting political activities on the territory of Russia, that is, fulfilling the functions of a foreign agent."
"In breach of the federal law on NGOs, Golos has not yet filed a request for its inclusion in the register of NGOs fulfilling the functions of foreign agents," the report says.
The Justice Ministry says the said actions constitute an administrative violation "envisioned by Part 1 of Article 19.34 of the Code of Administrative Violations (violations of the regulations governing the activities by NGOs fulfilling the functions of foreign agents)."
"The administrative violation protocol will be sent to court on May 14," the ministry said.
According to Article 19.34 of the Code of Administrative Violations, the activities by NGOs fulfilling the functions of foreign agents are punishable by an administrative fine in the amount of 100,000 to 300,000 rubles for officials and 300,000 to 500,000 rubles for legal entities.
