 "We presume that dialogue with the armed opposition can have a positive effect only with Kabul's leading role and provided unconditional observance of the main reconciliation principles, that is, the surrendering of arms, the recognition of Afghanistan's constitution, and the full severance of ties with al-Qaeda and other terrorist organizations," the Russian Foreign Ministry said in commenting on the U.S.' plans to hold negotiations with the Taliban without Afghan officials' involvement.

Moscow "is closely following the situation surrounding the Taliban contact office that was recently opened in Doha (Qatar)," it said.

"We support the Afghan government in its earlier declared approaches toward the office in Doha exclusively as a forum for arranging inter-Afghan dialogue between the High Peace Council and members of the armed opposition," it said.
