Former Krymsk officials found guilty of all charges

The defendants are Vasily Krutko (former head of the district administration), Vladimir Ulanovsky (former mayor of Krymsk), Viktor Zhdanov (former acting head of the department for the prevention of emergency situations and civil defense of the Krymsk district), and Irina Ryabchenko (former head of the administration of the Nizhnebakansky village settlement).

The defendants were charged with failing to take measures to prevent the deaths of people in the flood.

The defendants were charged with negligence (a crime enshrined by Article 293 of the Criminal Code). Krutko, Ulanovsky, and Ryabchenko were also charged with forgery (a crime enshrined by Article 292 of the Criminal Code), and Zhdanov was charged with fraud (Part 3 of Article 30 and Article 159 of the Criminal Code).

At a private hearing, Krutko partially admitted his guilt. The other defendants denied their guilt.

A prosecutor had asked the court to convict all defendants. Specifically, he asked six years in a penal colony for Krutko, 4.5 yeas for Zhdanov, 3.5 years in a penal colony for Ulanovsky, and a suspended sentence of 3.5 years for Ryabchenko.

The defense lawyers for the defendants said their clients should be acquitted. The trial of the case began on May 15.

Separate court proceedings in the case involving the flood are taking place in the Krymsk district court. The defendant is Nadezhda Kurochkina, former head of the administration of the Prigorodny village settlement. She is also charged with negligence and forgery. The Kurochkina case is being tried separately because she admitted her guilt at a private hearing.

The flood that occurred on July 6-7, 2012 flooded 7,200 residential buildings in the cities of Krymsk, Gelendzhik, and Novorossiysk, and also some villages of the Krasnodar Territory. The flood killed 168 people, including 156 in the Krymsk district. Rosgidromet came to the conclusion that the flood was caused by heavy rainfall and the cluttered streambed of the river Adagum in Krymsk.
