"The resolution absolutely rules out the use of force or any use of Chapter 7 [of the UN Charter]," he said.

"This is proven by the closing passage of the resolution, which says that any obstruction of the inspectors' mission by a Syrian side, either the government or the opposition, or use of chemical weapons in Syria will be immediately reported to the UN Security Council, analyzed and if necessary, if somebody's action is confirmed, the UN Security Council will respond under Chapter 7," the minister said.

"The possibility of a response under Chapter 7 is delayed until the future time. Certainly, this implies the adoption of a new resolution in the case, I repeat, the facts are convincing and proven," Lavrov said.
