Russian Black Sea Fleet Commander Vice Adm. Alexander Vitko is holding negotiations with his Ukrainian counterpart Rear Adm. Serhiy Haiduk at the Ukrainian Naval Forces headquarters in Sevastopol on Wednesday, an Interfax correspondent reports.
Vitko arrived at the Ukrainian Naval Forces headquarters about half an hour ago.
Participants in a rally near the Ukrainian Naval Forces headquarters had earlier broken its fence and entered its territory. An alarm sounded, and Ukrainian servicemen formed a human chain to stop the demonstrators. However, activists' vehicles overran the chain and dispersed around the headquarters territory.
The demonstrators also replaced Ukrainian flags on the headquarters territory with Russian state flags and Russian Navy flags with St. Andrew's cross.
The new territory is to be integrated by the end of 2014
