Senators have submitted relevant amendments to the law On Legal Status of Foreign Citizens in Russia.

The federal law has been drafted in order to implement the concept of demographic policy until 2025. According to the bill, a foreign citizen is obliged to confirm their knowledge of the Russian language, history and fundamental laws and also to submit a relevant document, when applying for temporary residence, residence, employment permit or receiving a patent.

This document is a state-recognized certificate at least of the secondary education level issued by an educational facility in a state, which was part of the Soviet Union until September 1, 1991.

The certificate will be issued by educational facilities in Russia or outside it, which are included in the list of organization authorized to hold exams in the Russian language as a foreign language, Russia's history and fundamental law.

Information on certificates will be submitted by the educational facilities, which issued the documents, to a federal registry on education, qualification and training documents. The certificate will be valid for five years and after this it will be necessary to get it again.
