The Russian Ministry of Regional Development carries out work on creating a federal system to monitor state of inter-ethnic and inter-confessional relations.

The system foresees the possibility of prompt response to conflict and pre-conflict situations in Russian regions. Russian Minister of Regional Development Igor Slyunyayev has recently held a meeting in regard to forming it, the ministry's press office said.

The minister has ordered to select 7-9 pilot regions to test the system.

As of now, the system concept, road map of forming and implementing it and design draft have been developed. The system will be introduced in three stages in 2014-2016.

By late 2014 software, including regional monitoring centers, will be created for the system, efficiency of regional programs will be analyzed and procedural framework will be prepared.

While implementing the project, social networks will be monitored to detect conflict situations in inter-ethnic and inter-religious sectors.
