Russian, German, French, Ukrainian foreign ministers begin talks in Berlin

Russian Foreign Minister Sergei Lavrov and his counterparts from Germany, France and Ukraine have started talks in Berlin.

The four foreign ministers posed for the cameras in an official procedure before the talks, an Interfax correspondent reported. The meeting is being held at the German Foreign Ministry's academy at Villa Borsig on the shores of Lake Tegel.

A meeting in the same format, held in Berlin six weeks ago, produced a declaration urging the convocation of a contact group as soon as possible to negotiate terms for a truce in Ukraine.

The contact group was to include Russia, Ukraine and the Organization for Security and Cooperation in Europe. Efforts to negotiate a settlement have been unsuccessful. Russia's Western partners acknowledged that Kyiv is defying the agreements reached.
