The final decision on sanctions against Russia will be made by the Council of the European Union and it may adopt them when it sees fit, including to postpone them, a source with knowledge on the matter told Interfax in Brussels.
The Council of the European Union has tasked the European Commission and the European Service for Security Policy with submitting proposals within a week's time, the source said.
The final decision will be made by the member states, and it may be made in two or several days, not today, the source said.
The source said the development of the situation with Ukraine will be taken into account.
The source said the member countries may not be able to make the final decision on Friday and may go back to discussing the matter next week.
