"The Security Council secretariat is an advisory body. We receive information from various structures. We have worked, among others, with bank specialists, academics, and other experts, and we worked out proposals based on this on how to normalize the situation," Patrushev told journalists in Petrozavodsk on Wednesday.

"We reported our proposals to the president, he examined them, and it was recommended that they be sent to the government, the Central Bank, and the Finance Ministry, which we did," he said.
