Ukrainian President Petro Poroshenko has submitted a bill amending Article 10 of the law On the Special Local Self-Government Procedures in Some Areas of the Donetsk and Lugansk Regions to the Verkhovna Rada, which provides that these special procedures are implemented by local self-governance bodies elected in extraordinary elections.
"The special procedures governing the work by local self-governance bodies in some areas of the Donetsk and Lugansk regions envisaged by this law are implemented solely by local self-governance bodies elected in extraordinary elections called and conducted in accordance with the Constitution of Ukraine and this and other laws of Ukraine," the bill says.
Under the document, these democratic elections are to be conducted after all illegal armed groups, their military hardware, and also "militants and mercenaries" are withdrawn from the territory of Ukraine.
One third of Ukrainian citizens think the Ukrainian leadership must make all necessary concessions in order to stop the bloodshed in Donbass, and more than 20 percent said no concessions were possible, according to a poll conducted by the GfK Ukraine pollster.
