The program of long-term socioeconomic development of the Russian Federation in the period until 2020 remains a guide for the development of the country, Russian President Vladimir Putin said during a question and answer session on Thursday.
"The 2020 program is still a guide for our national development, no one cancelled it," the president said, answering a question from former Finance Minister Alexei Kudrin about plans to reform the economy.
Kudrin said that during the first presidential term of Putin, economic growth was about 7 percent a year, and the price of oil on average was about $30 per barrel. During the current presidential term, he said, even with a price of oil at $65-$70 per barrel, economic growth will be about 1.5 percent a year. "This is lower than the economic growth in the world, and the share of the Russian economy will fall," Kudrin said.
"You said that the government is already making some adjustments. It seems to me that adjustments here cannot correct the situation. The old growth model has outlived itself, and the new one is still not visible. What are you ready to do, so that we could create a new growth model, the former finance minister asked the president.
Putin said that Kudrin "had very accurately stated the forecast, or very closely to what may happen."
"But, first of all, you were one of the authors of the development of the country and economy until 2020. The program is known as 2020 and there have been no fundamental changes. If you and I did not provide for something, then that probably is both our, including your, fault," the president said.
"But it is necessary to proceed from today's realities and look at what is happening in the world and in our economy. And the recipe here is known - we need to create the best conditions for the work of businesses, for private investments, and improve the monetary policy. We, of course, need to significantly improve the system of management in the country as a whole, in the government and in certain sectors. It is necessary to improve work in the law enforcement sphere and the judicial system. This task is multilayered. It is easier to list them, than to do all of this. But, of course, it is necessary to do this. As we the people say - the eyes fear and the hands do," Putin said.
Kudrin is his turn said that the 2020 strategy was developed, but has not been adopted by the government. "It remains a draft. And today about 25 percent has been taken from it in different measures of the government, that is, it is not working today. That is why I also said that with account of the current situation, we need a program that precisely points out the boundaries to where we can go, despite sanctions," the former finance minister said.
