Tsaava's parents attempted to transport the boy to a hospital on a territory controlled by Tbilisi for an urgent surgery on May 4, the ministry said. However, "members of the occupation forces" prevented the attempt, which led to his death, it said.

"The members of the EU monitoring mission still have no opportunity to perform their functions on the occupied territory, while members of other international organizations cannot visit the occupied districts," the ministry said.

Tbilisi once again called on Moscow "to respect fundamental rights of the citizens living on the occupied territories and not to politicize humanitarian issues."
