The Federation Council will consider the use of the Russian Armed Forces outside Russia on Wednesday.
"We now pass to the consideration of the second item - the use of the Russian Armed Forces outside the Russian Federation," Federation Council Chairperson Valentina Matviyenko said at a house session.
She did not say which region of the world was in question.
The matter is being considered behind closed doors.
Matviyenko said it was prohibited to use photo and video equipment, telephones, radios or audio recorders during in-camera meetings.
Experts interviewed by Interfax linked the consideration of using the Russian Armed Forces outside the county to the events in Syria and the need to fight the extremist group ISIS.
