Moscow has called for the stepping up of coordination of Donbass election modalities and has declared reinstatement of the prisoner swap mechanism.

"We are urging our colleagues to do their utmost to accelerate coordination of Donbas election modalities in the political subgroup of the Contact Group," Russian Permanent Representative to the OSCE Alexander Lukashevich has said in his speech published on the Russian Foreign Ministry's website.

"The decisions on mine action and prohibition of live-fire exercises in the security zone prove that progress can be made," Lukashevich said.

"Another prisoner swap happened yesterday," he said. "So, we can say that the prisoner swap mechanism has been reinstated. Several dozen persons have been released on both sides in recent weeks," he said.

"It is still necessary to implement the 'all for all' prisoner exchange principle declared by the Package of Measures and to fulfill the pardon and amnesty provision by means of a law banning prosecution and punishment of persons in relation to the events in individual districts of the Donetsk and Lugansk regions," Lukashevich said.
