The Kremlin believes that Russia-NATO relations still experience a shortage of trust.

"For the time being one has to acknowledge a shortage of mutual trust," Russian presidential spokesman Dmitry Peskov has told the media.

Asked if a meeting of the Russia-NATO Council was a possibility Peskov said that "the dialog is in progress at the ambassador level." However, in the Kremlin’s opinion the existing dialog "can hardly take us closer to greater understanding (between Russia and NATO)."
